1. Take a shower and wash the area thoroughly.
2. Dry the area thoroughly after the shower (yes, you will want to wash the towel right away).
3. Apply a bit of Neosporin if you want, or use Vaseline.
4. Take a stool softener if your feces are too hard, and that is what cut you.
You don't really need to put anything on that cut. Chances are that you had something like a diaper rash. Sometimes if you don't wipe well enough, or you have a lot of gas during the day, a little bit of moisture or fecal matter stays in that area and irritates it. This can cause minor bleeding and itching. The plus side is, itching means that the area is healing. Our body heals its self pretty well, you may not need to put anything on the cut, but just wait for it to heal.

Hey, there's not much you can do there... neosporin is probably OK but also probably won't do much. Unfortunately that's a pretty dirty place, but also, it's pretty tough, all things being equal.
Just take it easy and if you have to, use a stool softener for a few days so you don't push a hard stool past the raw spot.
It will all come out OK in the end.
